Ukraine's President Volodymyr Zelenskyy reported that Russian forces launched 1,940 attack drones against the country over the past week. He said these strikes included more than 1,580 guided aerial bombs and 44 missiles, with 36 of those missiles being ballistic.

The most recent wave of attacks occurred between the night of 31 October and 1 November. Russian forces struck energy infrastructure in four specific oblasts: Dnipropetrovsk, Vinnytsia, Zhytomyr, and Khmelnytskyi. Damage was reported at substations, transformers, and power lines. As of this morning, hundreds of thousands of households in these regions remain without electricity.

Repair crews are currently on the ground working to restore the power supply. In Vinnytsia Oblast, the large-scale attack also damaged a mobile phone mast, windows in apartment buildings, and other civilian facilities. Russian strikes had previously damaged energy infrastructure in Zhytomyr and Kyiv oblasts.

Zelenskyy stated that Russia is attempting to exploit a shortage of ballistic missile interceptors. He noted that Russian forces are relying on ballistic missile strikes during this winter season. He argued that decisions to strengthen Ukraine's air defenses must be implemented immediately.

"Every day, we communicate our need for Patriot missiles to America, Europe, and other partners who can help. And this month, the United States and European countries made new decisions on additional packages for Ukraine. But these deliveries cannot take years," Zelenskyy said.
